It may not work with that particular background, but with the other backgrounds that have integrated overlays, it does. As I, and many others use this in our stories.

OMG U ANSWERED A QUESTION I’VE HAD FOR SO LONG! I didn’t know how characters could stand over overlays 
I know- I didn’t know HOW I got it into that mindset- for a few months I didn’t know characters could stand in front of overlays
