I dont think it was meant in that way. but hoenstly I seen a lot of stories where they do this. black charaters with blue eyes and baige lips. like why make a charatere black if you dont even give them black features. it just look bad

It might not always be on purpose. When you use the automatic character creator in the story creator, it sometimes - often - get’s a bit weird looking. Lips not matching etc. And this is more noticable on the darker colors, because it looks just wrong when they have light lips - like that poor else beautifully looking lady… The Episode team needs to put in a fix for that.
And I’ve also noticed that creator more times than less makes a darker skinned character, but maybe that’s just been a coincidence, hard to say.
I know I’ve seen these at the end of animations. It may be react_sit_confused (left) and react_shocked_gasp (right) but I’m not 
It can also be new animations, if so, I’d want them on the list.

We’re going seriously off topic here:
But I agreed, it was unnecessary. You may think it looks ‘funny’ but that doesn’t make it funny. It just feels like bad taste, in my opinion.
I think to prevent this to happen by accident the skin colors should come with a default lip color (changeable of course) so the CC knows what to work with.
Then when encountered in a story you know it’s made deliberatively and it can be pointed out.
