Make own picture on Pc --> which app/webside ect?

Hey, I have seen so many pictures which are selfmade and I want to make one too, but I dont have a clue what I should download on my pc and which one is the best…
I wanted to ask what is the best webside or anything else to do a selfmade picture of a story?
I hope you know whta I mean

Do you mean to draw it instead of cropping and editing? If so ibisPaint X is really good.
