Making a background and adding a PNG image

Hi, might sound like a stupid question but I’m going to ask anyway okay so I’ve begin making backgrounds and was wondering if there was a way I could add a PNG image to my own background so it goes in front of my characters (without having to use it as an overlay separately in my story) kind of like the episode background with bushes, I think it’s a school background. Anyway is there a way I can do something like that?

I just thought because episode had a background like that, that I could do the same

No i think they sue overlays but they cut out some part of the background to get it a png
