Making characters walk in a background loop!

I need help making my character walk in a loop center screen. I did it at first, but the background was not moving at all. What do I do?

What background are you using?

I’m using this background: EXT. OUTDOOR STREET LOOP - NIGHT

EXT. FOREST LOOPING - DAY/NIGHT and EXT. OUTDOOR STREET LOOP - DAY/NIGHT are the 4 looping backgrounds that do not work.
