My warning doesn't make sense

Okay, so I have my overlays set up in stage view, but every time I go to press save, I get this warning.
"Wrong syntax of specifying coordinates. Try 'to SCALE X Y '. For example, “to, 1.0 100 100.”

This is my script:
INT. INTERIGATION with YOUNGSKYOVL to -523 -146 in zone 1 at layer 10 with SKYLARSIT to 0.964 -164 -385 in zone 1 at layer 1 with CHAIR to 0.568 -285 -404 in zone 1 at layer 0
&zoom reset
@pause for 0.5
@overlay YOUNGSKYOVL opacity 0 in 2
@pause for 2

I didn’t know at was a command… try AND overlay moves to layer #

Which part do I add the scale size to? Do I add it before the shift size or after:)?

Before!

Example:
INT. BACKGROUND with OL to 0.125 22 0 in zone 1 at layer 0 :relaxed:
