With outlining I think it’s best to be more decorative by adding things like accessories and fun clothing.

Dip Hard Pen is one of the best pens for outlines. But it’s not only the pen that makes it good it’s also the settings set on it.
Here’s my personal settings:
Try making the lines fast and long. Don’t go over the outline multiple times over.
Warning, just because I share my brushes doesn’t mean it’ll turn out like my work because we all have our own style and methods. Find what you work best with.
I go for a realistic hair styles and shading
I use the round brush (real)
Some tips I would say is experiment with the base color and using multiply, and add layers.
Shading : Soft Pastel
Highlights: Dip Hard Pen
Eyeliners and Eyelashes: Dip Soft Pen
Lips: Dip Soft Pen
Outline: Dip Hard Pen
Hair: Round Brush (Real)
