It’s easy to make:
First pick the background you want to overlay onto the base background (the one you want you main character to be standing in)
Crop out the part you want to use and be sure that you have the dimensions : 320 (width) x 1136 (height)
Save as a .png file (overlay format)
Then upload under the overlays tab in the Art Catalog.

Then add it to your script, spot direct it to where you want it – copy/paste the overlay spot direction and layer it above your character.

A script example:
INT. BACKGROUND - DAY with PHONECALL at layer 1
&zoom reset
&MC spot 1.123 50 53 in zone 1 and MC faces right and MC moves to layer 0 and MC starts listen_phone_neutral_loop
&CHAR spot 1.123 345 0 in zone 1 and CHAR moves to layer 2 and CHAR faces left and CHAR starts talk_phone_neutral_loop

^^ Placing the overlay between the two characters will put the background above the first character and behind the 2nd.
