Need help with changing layers asap!

Hii! I’m doing a scene where two characters are kissing and I want one of them on the top. When I go to helpers and then spot direction and then change the layer someone is on, it doesn’t actually change the layer they’re on in the preview, so how do I change the layer he is on? I tried to do CHARACTER layer 1 but it didn’t work and he’s not walking or anything. I also tried the at layer 1 command but that didn’t work either.

I do mine like this:

@CHARACTER moves to layer 1

and during an animation, I do it like this:

@CHARACTER is animation AND CHARACTER moves to layer 1

does that work now…?
