Need help with overlays that come with backgrounds

Hi, I need help with overlays! So in my scene, I have an attendant and the main character at
INT. TEXAS AIRPORT OL - DAY. How do I make it that the attendant is behind the desk and the MC is in front of the desk? Please help! Thanks

Moving to the layers means something or someone can be in front or behind character or overlay.
