Overlay flashing

My overlays flash briefly when the scene begins. Can someone help me fix this?
I usually do it like this:

INT. BACKGROUND
&overlay shifts to
&overlay scales to

Sometimes they flash right away and sometimes they don’t.

ADDING Overlays to the Scene:

Here are the two ways you can add overlays into your scenes:

1. Typing the overlay next to the background name using the word “with”

This is used when you want your overlay(s) to be already placed at the beginning of the scene. (If you’re adding the overlay to the background name then you only need to enter the scale size just once)

INT. BACKGROUND NAME - DAY with OVERLAYNAME
or
INT. BACKGROUND NAME - DAY with OVERLAYNAME to % x y
or
INT. BACKGROUND NAME - DAY with OVERLAYNAME in zone #
or
INT. BACKGROUND NAME - DAY with OVERLAYNAME at layer #
or
INT. BACKGROUND NAME - DAY with OVERLAYNAME to % x y in zone # at layer #

Example:
EXT. ATLANTA - NIGHT with CAR ANGLE SILVER to 1.5 220 85 in zone 3 at layer 4

So, I usually do it like the first one.

But, when i tried to do it like the example, it says “the coordinates for an overlay can only be specified once.” or “wrong syntax”

It isn’t typed twice or anything, and I’m confused.

&overlay DECOR 2 to layer 0

[Apes]

INT. WINSHIP ENTRY - DAY with DESK to 1.999 -24 -137 in zone 3 at layer -2 with DECOR 2 to 0.278 131 442 in zone 3 at layer 0

Just one size and coordinates.
