Overlay not working - LL

My overlay isn’t showing up at all, I’ve set a custom background and everything but it still doesn’t show up. What I’m trying to do is have the campfire fill the whole screen and animate it so it looks like flames (will be resizing it by hand).

My code:

INT. - BLACK OVERLAY
@overlay CAMP FIRE shifts to 196 223
@overlay CAMP FIRE scales to 1.0 1.0

You need to add it to the scene first either by adding it next to the background name or using the create command with the opacity: A Guide to Using & Animating OVERLAYS
