Overlay stays behind background

As the title says, I cannot get my overlay to appear in front of my background. I’ve tired layer 0, layer 1, layer 4, and it still stays behind background.

The RED COP LIGHT overlay is the overlay I want to get from behind my background. It just stays constantly behind the background no matter what. I’ve also tried this by taking the “with EFFECT DIM 60” out, but no luck.

I do want you to know that the RED COP LIGHT isn’t a very bright red

It’s not possible for an overlay (or anything) to be behind a background. The overlay is there, it’s just really hard to see because just like @Minoesje said above, the RED COP LIGHT overlay is not a bright red. It’s a see through very faint pinkish color, and depending on the colors of your background, and especially with the EFFECT DIM 60 overlay, it’s super hard to see.
