Overlay won't show up..help?

I can’t figure out how to make the overlay show up. Can someone please help? My coding is:
@zoom on 160 380 to 515%
@overlay RED COP LIGHT create
@overlay RED COP LIGHT shifts to 105 288 in 0
@overlay RED COP LIGHT scales to 1 1
@overlay RED COP LIGHT opacity 1 in 1
If anyone can help please do so! I’m going crazy trying to figure this out!
