The table is an overlay that comes with the background. Hence the characters stand behind it.
Unless you create an overlay similar to the table.
I don’t think you can put them in front of it.

You need to layer your characters and the table overlay. Since the table overlay is already attached to the background, you will use the background name as the overlay name to layer it.
