Is there a way to remove a layer of clothing during a scene? Like I would want her to just remove her hoodie so she could do something else, or would I have to make a new outfit without the hoodie 
you just copy this outfit and remove the hoodie then in the scene change the character into the outfit that doesn’t have the hoodie

No, there isn’t a way to do that. You would have to make a new outfit. Do what @AlexandraD has suggested.
