If you paid with paypal, you can report it, they will open a case against the person who sold you the stolen artwork.

I suggest for you to warn others about this person so they don’t go through the pain as well
Yeah I got scammed $120 for work I never received I did the foolish thing of believing the artist when he said he would finished my logo for me and told me to cancel my report against him (once I canceled it I couldn’t reopen it so I lost $120) still trying my hardest to get my money back from him or at least the artwork its been 2 years now
