It seems like you pan twice in that script. 
If you have the:
BACKGROUND HERE
zoom reset
place characters
pan to zone 3
zoom on characters
zoom on the other characters
continue with the story
^ That should make the scene play out.
Also, a tip: You can place characters in a scene using an & rather than an @, it makes it slightly faster I find.
