It’s to make it more fair imo. If you already had a story in the works that fit the prompt and reads counted before the deadline, you could publish early and be miles ahead of everyone else in that respect - especially if you were a big author. I feel like if they did it that way, it would also pressure people to publish as soon as possible and have less quality entries.
But reads in a contest don’t count for everything, don’t worry! I think Episode cares more about retention (aka how many read your entry all the way through). Here is some more information about what they look at when choosing winners if that interests you:

Well, I guess now you have a thread ready for after the deadline. 
Ah ok, was told that you need 100 reads to qualify…
You still do unless they’ve changed it. It’s kinda like this: at least 100 reads indicates to them that enough people were interested in the story for it to be in the running to win a spot on the shelf, just since there’s so many to go through. But when you’ve hit that minimum, things like your reader retention, rubric score, etc. are what matter.
