Question about overlays and layers

I have an overlay and i want my character to be behind it i have my overlay at layer 0 and my character at -4 layer but he keeps going over the overlay
My script is
INT. BACKGROUND - DAY with Overlay at layer 0
@MALE moves to layer -4
@MALE enters from left to screen center
@MALE spot 1.379 160 -4
@MALE is action
@FEMALE enters from left to screen right

This might work for you:

INT. BACKGROUND - DAY with Overlay at layer 0
&MALE moves to layer -4
&MALE spot 1.28 -160 0

@pause for a beat
@MALE walks to spot 1.28 160 0
@MALE spot 1.379 160 -4
@MALE is action

@FEMALE enters from left to screen right
