The layer of the overlay should be 2 numbers below the characters that are ordering, for example;
@MC moves to layer 2
@Other moves to layer 1
@overlay (OVERLAY NAME) to layer 0
@WAITRESS moves to layer -1
@WAITER moves to layer -2
