I have a brush that paints and blends at the same time. I could offer the settings if you have paint tool sai 2.

For photoshop blending you could A) Use the smudge tool B) Use the Mixer brush with no color

For any other program…No clue but a water brush should do the trick

When blending in Medibang use the watercolour brush and change load colour to 0 and lower the opacity to less than 50
