You usually use a very thin brush and then do many many tiny strokes on multiple layers and sometimes put a brownish color under the eyebrow hair with an airbrush. i usually do only one eyebrow and then copy the other because I’m too lazy to do both lol. And add some tiny hair under the eyebrow for a more natural look. I recommend using references for eyebrows.
