Depends what technology you have. Programs like GIMP or Medibang available for free for PC / Mac and I think Linux. Ibis Paint X is free for Android devices. I use Procreate, which is $10 but it’s a one time purchase. Some people will use photoshop, but it’s a subscription service so it’s worth it if you need to use it a lot, but otherwise, I’d stick with something free.
