I just recently published my new story and I was thinking of adding the option to support the author.
Can you only add that choice in if you are eligiable for the payments program?

u can always add the choice, it will increase the chance of your story getting more reads if I got it right

but u can check the payment thingy when creating a story to see how to get paid but I think you can choose if u want to be paid ot not

You should add the support the author gem choice because the amount of gems a user spends on a story play a determining factor in the ranking of the story. So it is advisable to add them
