Traced Cover... Is This Allowed?

So, I saw someone promoting their story, and it looks like it’s traced over an Episode official story cover… is this allowed? It was traced using “Why Me?” Looks exactly the same except that the text font, text color, and position were changed. The emojis were removed and it was colored in differently as well. Here are the cover(s) that were used for tracing…
