So my Question is how to choose the Winners? i see people turning on a wheel (on the computer)? But how does one do it? do you have to register somewhere or something? Or do you choose it by yourself who the Winners are?

I choose by myself. some have judges

most people choose themselves which is why they have judges. they may have certain criteria in mind.

wheels are mostly used for giveaways.
