Using backgrounds

Hi! About half a year ago I remember that everyone were talking about episode updating their terms and that you could no longer use other creators shared backgrounds. But I figurer I must have understod that wrong since people are still sharing, so I wonderd if anyone could explain what does updated terms were?

Episode new rules regarding the usage of their assets meaning taking their work from their backgrounds and adding it to another background, and or, just editing their backgrounds are not allowed anymore, I think.
