Website That I Can Make Backgrounds On?

I really need to get back on making backgrounds. I miss my old laptop so much! Hopefully I will get a new one soon to get back on making fantasy backgrounds. In the meantime, does anyone know any good websites I can create backgrounds on? I am going to try Picmonkey.com.

Note: I don’t want to download GIMP, because I am using my mom’s laptop. I can not download any editing software on her laptop because it will slow it down. So, any suggestions?

Pixlr.com is another editing site. It has lots of goodies to work with. :revolving_hearts::tulip:
