He needs to be at a lower layer than them. You need to spot direct him off screen like this -
@WAITER spot 1.280 -50 0 AND WAITER moves to layer -2
@WAITER walks to screen center

@WAITER spot 1.280 -50 0 in zone 1 at layer -2
@WAITER walks to spot 1.280 160 0

Put zone 2 instead of zone 1.
