What do you do when you have several overlays but they are not in the right layer?

I need help with overlays, I have the DIM EFFECT overlay and a blanket. But the DIM effect is appearing as if it’s under the blanket what do I do? Please help or when it comes to several overlays?

Change their layers:
BACKGROUND NAME with OVERLAY at layer #
or
@overlay OVERLAY to layer #

So if I have like 6 overlays would have to layer them all right?
