Sketchpad. It’s free, and you don’t need a tablet.
HOWEVER, if you’re desprete enough, use the Animal Jam easels, then screenshot and crop your pictures (I did that before I found Sketchpad). LoL.

Medibang paint pro is the one I use the most. I also have sketchbook and krita. I tend to program jump with my art because they all offer different brushes and cool features

paint tool sai is one i’ve heard that’s really good :))

paint tool sai, photoshop anything like those are recommended.
I have Clip Studio Paint, Photoshop, Krita and Medibang.
I like to use Medibang the most with combination of CPS.
Im drawing on a HUION GT 191.
I just use the program Paint when I’m drawing 
I think the app MediBang paint is good though, I’ve heard cool stuff about it
