Use image2go…upload your image there and resize it

I use resizeimage.net on pc and Image Size on iOS.

I usually use Free Image Resizer | Resize Your Images Online | Promo.com to resize my image then https://www.remove.bg/ to remove the background and save it as a PNG. Hope this helps!
