What’s the difference between starts and is?

like when i make a character do a animation idk if i’m supposed to use starts or is, for example like, do i do @CHARACTER is deep breath or @CHARATER starts deepbreath

So if you put

@CHARACTER1 starts laughing
CHARACTER2
But it’s true.

It means @character2 just automatically talk when @character1 is laughing. Not is.
