I use good old Photoshop, since it’s very universal. Not just for art, but very comfy for all kinds of editing.

As for free software - I think Ibis Paint, as mentioned, is one of the best options out there. But if you are to draw on your PC and not pad or phone - I’d recommend trying Krita. It idoesn’t get enough credit for sure, while the functionality is really great more so for a free drawing app.
