Not all Russian people are bad (obviously, there’s like 14 billion people in it). But, I’d argue it’s because of the reputation it has as a corrupt and fascist country. It doesn’t help that (most) of the people aren’t exactly known to be accepting or even tolerable. But that doesn’t mean all Russian people are.
Unfortunately people usually work with what they’ve heard about Russia and how people live and behave there, and just use that. In reality, it has a lot to offer. Like ballet and caviar 
I’d still like to see the representation.
